What do I have to do to enable this or what type of milestones do I need to hit to get the option to enable express payouts?

Express payouts are a bad thing. You pay now (OK starting soon) $ 2.00 per payout, that is huge! Are you living off your ebay sales? Try to let them ride for a bit, if you can stay a month behind receipt on actually using the funds you will have funds to deal with returns on hand. When I request a payout it only takes at most 2 business days to show up in the bank.  If you live off your funds you will eventually run into a spot where you have to refund someone and can't afford it.
