I keep noticing that items I am looking to buy have a Canadian price listed with an approximate (lower) US amount also shipping amount. At checkout the original higher Canadian price and shipping is what is charged. I'm in the States, products are coming from China. This hasn't always been the case. When purchasing from Canada estimated amount was charged. I am very confused.

Can you check the eBay site that you are currently on when you are purchasing items? The site should read:
I am wondering if somehow you are being redirected to the Canadian eBay site which will read: https://www.ebay.ca

When you View or make a Purchase of a Listing that is in a Different Currency - the Adjusted US Dollar Amount will appear Below (along with converted Shipping Amount)
After Purchase, the Desk Top Site will show both Currency Values on the Orders Page,
i have noticed that on the phone App the Purchase is always in the Foreign Currency.
If payed with PP clicking on the transaction will show the US Value and Conversion Rate.

Thank you for your response. I am only using my laptop. I am finding this to be an issue with at least 50% of the items with a Canadian price listing. The inconsistency is throwing me. I thought it had something to do with the exchange rate, but if that's the case why isn't it every time? I don't get it.
This is weird, I went back (minutes later) to the ones that weren't doing it and now they are too. The exchange rate is listed at checkout. I am assuming it includes the fees for both/either Ebay and PP. The exchange rate right now is US 1.00 = C .79. The checkout page shows the following: rate + fees is US 1.00 = C 1.21. Would I be correct in assuming the jump in price is due to the fees being added?

Thank you for your response. It does not appear to be the Canadian site. Good thinking though. I think I just don't understand the exchange rate situation. I believe it has something to do with exchange fees imposed by either/both Ebay and PayPal.

The two rates that you gave are buy and sell rates and the difference has nothing to do with a conversion fee. The first rate you gave should be C$1 = .79US (not US 1.00 = C .79.) If I were to buy US currency I would receive .79 cents US for every $1C. However, that rate is before conversion fees as eBay does not show the conversion fee on the listing.
The rate going the other way is $US 1 = $1.21 and that number does include the conversion fee which is usually around 3%. If I were to buy Canadian currency with US dollars, I would receive $1.21C for every $1US.
I don't know why you are seeing different versions of the checkout numbers but I would guess that it might depend on who is processing the money. Some sellers still have PP processing their money and others have ebay Managed Payments processing it. I think that if PP is processing it, you won't see the rate with the conversion fee until you actually pay. If Managed Payments is doing the processing, you could be seeing the correct rate at checkout which is the rate with the fees.
I don't know if I am explaining this well so I hope that I haven't confused you more.
