eBay keeps saying I’m not entering an eligible account , I contacted my bank and they say my account is good so it’s on eBay’s end so how do I fix this

Of course the bank would say the account is good.   From the bank's perspective, all accounts are good.

Does your ebay registered name match the name on the bank account exactly?  That could be the problem.

Is the account a checking account.  It cannot be any other type of account.   That could be the problem.

Make sure you are using the correct ACH routing number of your checking account if you are registering manually.

The ACH routing number is not necessarily the same as the numbers on your checks.

Is it a bank or some credit union that by law is not a bank: folks seem not to know such things can be a problem with all of this.
