hello kumara. I'm from srilanka too. I got the same error. you can't pay for items using your card. Money will deducted but no order confirmation. Is that the error.

Open a payment processing account with Payoneer.

Do NOT try to use a Paypal account. While PP is a good company, for some reason your government will not allow SriLankans to make use of its full menu of services.
Another advantage of a payment processor is that in addition to eBay's Money Back Guarantee, you are covered by the processor's Buyer Protection policies.

The guy who sold you the Paypal account is a scammer. PP is fine as a company but not for SriLankans (or for Turks who also cannot use it.)

I had been under the impression that Sri Lankans could use Paypal to PAY for their purchases, but could not use Paypal to be paid for their sales.  Was I wrong?

OP is trying to buy something. They don’t need a payment processing account for that.
