Monthly Chat - March 8th at 1:00 pm PST

Come chat with the International Shipping team to discuss our new eBay International Shipping program. Get all of your questions ready for the team, so we can make the most out of this month's chat on March 8th at 1:00 pm PT!

Thanks for joining us for the Monthly Chat with eBay Staff and the International Shipping team.

The chat thread will remain open until 2 PM PT at which point we'll close it from additional responses. After that time, we'll continue to work on responding to any queries that might still be unanswered.

To post your question, click Reply in the lower right corner of this post, type your question, and hit submit between 1-2 PM Pacific Time. The format of our chat mirrors the format of our Community Discussion Boards, where each post will appear in the thread chronologically. The taxAct and Community Team will review each question as it comes in, and will quote the original question in our reply. This quote and the reply will appear later in the thread, so just keep scrolling down to see our answers.

As a reminder, we want the eBay International Shipping team to be able to get to as many members as possible during the allotted hour, so we have a few things to ask of you:

  • Keep on topic
  • Scroll through the list of questions to see what has already been asked to decrease chances of redundancy
  • Keep the message/question simple and no more than one to two items. If you include multiple questions in a post, please be aware that they may not be addressed during the chat and (specialist name) will do their best to follow-up with it after the chat has closed

Missed the chat? Send your questions to the podcast by calling 888-723-4630 or email us at podcast@ebay.com and maybe your questions will make it on the air! Or listen to past episodes while you wait for next month!

Re: Monthly Chat - March 8th at 1:00 pm PST

Ebay has stated that we can now only turn it off EIS at the account level and can no longer turn it off on certain listings.

I addressed this at the Seller Forum we recently had and I was told that Ebay filters out listings that are illegal to ship into certain companies or it is too big to ship to a given country.  I still think this is the wrong thing for Ebay to be doing.  Sellers should be able to turn off select listings from international shipping for whatever the seller has for their reason.

This equals Ebay forcing sellers to ship internationally and it simply should not be that way.  We have the right to decide.

Right now all we can do is have two separate selling accounts, one for things we are willing to ship internationally and one we don't.  Or if we sell a listing we don't want to ship internationally we cancel  the transaction for a problem with the address.

Neither of which we should have to do.

Also I brought up that in the beginning we were able to change this at a listing level without having to opt the entire account out of EIS.  Some didn't remember that.  Well then tonight I was reviewing T& C's for EIS and found this in section 10 for International Selling Options.

  1. You may opt out of the Program at either an account or listing level by adjusting your account settings within My eBay, or the shipping options within the international postage section when listing your item. Your opt out may take up to 72 hours to process and will not apply to any existing listings restricted from revision (e.g. there are pending bids or a pending best offer).

So this means that they did have this option just as I remembered it and then at some point decided against it.  And when they changed their minds, they forgot to update the T&Cs.

I would strongly push for it to be put back the way it is described in the T&Cs.

Re: Monthly Chat - March 8th at 1:00 pm PST

I have heard different responses/explanations to this question....

If a package makes it to the "international terminal" and is then declared "non-exportable", what happens?

Do I get my package back?  Who pays the refund to the buyer?

Re: Monthly Chat - March 8th at 1:00 pm PST

A buyer purchased 4 items and their order is going international.  I attempted to purchase one shipping label to send the package to the hub; however, I was unable to do so.  Does the new eBay international shipping program prohibit sellers from combining orders to ship to the hub?

Re: Monthly Chat - March 8th at 1:00 pm PST

When are VAT and custom fees collected?

Who's responsibility is it to inform the buyer?

Will it be included in my total sales as reported on a 1099?

I have been set up for International Shipping.  People out of the country are not  able to buy from me.  I contacted eBay and they said a case has been set up for me but, I still haven't heard anything.  They also said they have had someone else with this issue too.  Are you working on that?   I am losing a lot of sales this way as I had sold a decent amount of items through GSP.

My package arrives at the "international terminal" according to tracking.

At that point or some point after, the package disappears.

Who's funds are used to refund the buyer?

Re: Monthly Chat - March 8th at 1:00 pm PST

  1. Is the value limit $500 for using eBay International shipping program?
  2. Will it be increased?
  3. Is the program looking at offering combined shipping?
  4. If so, would each item be subject to the limit or would the combined order be subject to the limit.
  5. We are currently unable to disable international shipping for a specific listing unless we turn off all countries.  We would like to have a toggle to opt out individual listings, instead of modifying the country list.
  6. Does the service collect tariffs during checkout, or are they collected upon delivery?
  7. If an item is not allowed in a specific country, is the buyer prevented from purchasing, or is it rejected at the shipping center?

Re: Monthly Chat - March 8th at 1:00 pm PST

I am leery of using EIS because higher rates may scare people away and I can see what rates they are seeing. I have shipped internationally for years and tend to use USPS--never had a problem. Ship all my non-eBay international sales UPS or UPS.  So really need more information to make an informed decision.

some questions:

  • How will delivery times compare to USPS priority? For example, I ship USPS priority to Japan all the time and packages are never more than 10 days in transit. EU is longer but how will this compare EISD has been notoriously slow.
  • Will the rates be competitive (from the buyer's perspective) with USPS priority? Can we see a rate schedule? Or can eBay develop a rate calculator as all other shippers have?
  • who is the shipper out of the US? Are they to the last mile or is it handed off to country or delivery Post Office?
  • Is eBay just tagging their name on a 3rd party service of is this a true eBay product run and managed by eBay?

Hi @postcardcountry. The following is a response from our Shipping Team:

"Once you sell an item with eBay International Shipping you can consider it sold.  If a package arrives at the International Shipping hub and is determined to be ineligible for export eBay will refund the buyer. We do not send the package back to the seller, however you get to keep the sale and the money stays in your account."

The Shipping Team is here to answer your questions regarding our new eBay International Shipping program. As you may already know, the eBay Global Shipping Program (GSP) and eBay international standard delivery programs will be transitioned to eBay International Shipping this month. But don’t worry, this new program comes with all the benefits you previously enjoyed – and more!

For more information, visit the Seller Center and the Help page. And for those who love the details, you can also read the Terms & Conditions.

To watch a video explaining the new program, visit our eBay International Shipping page

Hi @mam98031. Our Shipping Team has provided the following response to your question:

"To ensure eBay follows international export regulations regarding restricted, prohibited, oversized, or branded items, filters have been implemented to restrict these from the eIS program. This ensures a better buying experience for both the Buyer and the Seller as it reduces the number of items that cannot be shipped through the program and would require returning to the Seller or liquidating the item.

eBay is currently working to update the removal of eIS at a listing level. Once this is available to Sellers, ebay will update our Help Pages to reflect these changes. Meanwhile, you can apply country level exclusions to certain listings you don’t want to sell internationally - just exclude all countries (worldwide) except the USA."
