My questions are: How does a turn out number relate to the turnout? Is it an expression of the radius of the turnout? And is there a single place that I can find all the numbered turnouts and their application?

That's what I'm here for Chuck.
I read a while ago in one of my many mags about a way to use slow motion under the table switch machines by Circuitron (The Tortise Machine) to not only power the switch points but also turn a target switch stand like the ones shown at the above site. Can't find it right now, but I'll keep searching.
However, this guys system of using the points themselves seems to be the most logical. Then you can also use a manually thrown switch and have the points turn the target.
BTW stands are made by N.J International and Micro Engineering, as well as those mentioned in the link.

Chuck,
I found what I was looking for.
In the February 2006 Model Railroader, pg. 46 is an article on "Bending the Iron". Talks about all kinds of switch motors, rods and targets and how to build them. It is based on HO, but the methods can be used for other scales.
Also is a special issue by Model Railroader, "How to Build Realistic Layouts", is an article on pg. 34, "Moving Targets for Switch Stands". Again it is based on HO, but can be used for other scales as well.
