What operating system are you using?
According to a post on the UK community boards, the latest version of the eBay app requires Android 10 or later, or iOS 17 or later.
There is another version of the app available for iOS 16 users; see here:

If you cannot upgrade your operating system or find an older version of the app that works with your current operating system, you should still be able to use a browser to go to ebay.com instead.
If eBay browser links are opening in the Android version of the app automatically, you can disable that by going to your device Settings: Apps: eBay: Open by default: Opens supported links and choosing "Don't open in the app". iOS users can tap and hold an eBay browser link and choose "Don't open in the app". Or just delete the eBay app entirely.

If that doesn't work, come back with more info. You said "updated on my iOS" but that doesn't tell us which version of iOS you're using. Ex: older devices may not be able to access the most current version of iOS 18.
Also, let us know what specifically is happening other than the app is "down" as that doesn't tell us if you can open it or what's happening.

You should be able to use the latest version of the eBay app available in the App Store, then.
If you are still having problems, try uninstalling the eBay app, then restarting your device, then installing the latest version of the app from the App Store. The restart in between should ensure a clean install; if the problem was due to a previous version not finishing cleanly, that could prevent you from getting the next version.
