Update on ipad

I cannot get on to eBay as it wants to download version 16 . something , 

my pad only goes up to version 12 , I need to download an older version 

 as prompted but it is taking me round in circles, any ideas .

You'll have to get an updated iPad or use the browser and go to the site.
