Sounds like an iPhone problem.

I fixed my Granddaughters iPhone problem by throwing it in the trash and getting her a real phone.

It isn't ebay... it's your iPhone. eBay has no control over what your cell phone can and can not do.

If your iOS version is recent enough, try uninstalling the eBay app, restarting your device, then installing the latest version from the App Store.
