What iOS version are you on @jbadger95 ?
If iOS 16 or higher, I suggest filing a tech report. Including instructions for both app and web (since you can't login on the app).
Through the app:
1. Shake your device while the app is open and that will trigger the option for you to file a tech report or submit feedback on product features.
2. Anywhere you see the three dots or the ? you can tap on that to file a report. Screenshot below.
On the web:
Click the ? icon on the bottom right corner of almost any eBay page and that will also trigger the option to file a tech report, submit feedback to eBay, and more. Screenshots here.

If you have not successfully signed in to the app since you changed your username, try deleting your eBay app cache and data.

On iOS the act of deleting the eBay app (which the OP already did) is how you delete the cache and data. There's no other method.
Only other suggestion is to reboot their phone after deleting eBay app and before reinstalling if @jbadger95 hasn't tried that already.
