How come when I sold an item, the buyer paid for shipping, but I was still a charged for shipping?

The buyer pays YOU for shipping. YOU, in turn, pay for the shipping.
Let's say you sell your widget for $10 with $5 shipping. The buyer pays YOU a total of $15. You use $5 of that payment to pay for shipping.

But then eBay tries to bill you a second time for shipping fee they have already removed from payment and denies billing you twice or double talks around it and threatens to close or hold your account and legally obtained item payments. FAIR, good business practice....hmmmm?
