Assuming you're asking as a buyer, eBay's Money Back Guarantee offers very good protection for buyers.

Its seen in every listing and, IMHO, should be mandatory reading for every buyer or seller before they launch their eBay career.

I’m the owner and this person wants go by a dress off of me but I don’t know who to block him and to cancel the order  I want it shipped to my cousin in Georgia as Birthday gift. i would like you to also get a eBay Gift Card of $300 included in the package before shipment, i work with the US Marines and not able to have it shipped, I will add $300 to your payment for the eBay Gift Card, $35 for gas and stress & $50 to cover for the shipping cost.

I am still lost but anything mentioning Gift Cards and Defence Force is a red flag and a SCAMMER.

If I am reading you right, she wants to buy your dress ?? 

Don't have any more contact, cancel the order and and block the buyer.
