Hi,
There is a technical issue with the app that is not allowing sellers to mark as dispatched. You can try doing it on a desktop, but that has also sometimes not worked. eBay is aware of the issue and is working to get it fixed.
You can send the buyer a message to let them know it is on the way and about the issue.

Hey @steveo197070! Just as what @lisa5768 said we have a reported issue about members not being able to mark items as dispatched or shipped. For this if you're running into issues on iOS then the next update will have a fix in place. If you're running into this outside of the iOS app you can reach out to customer support here and let them know you are experiencing ALERT13909. Also for any of our report on going issues you can check the status of them on our technical issue board here.
