NO -- it's a Scam ... There is no reason to give that information to a Buyer.

You are in Managed Payments your Sales $$ doesn't go to PayPal anyway - They just act as a  'Go-Between (if used for Purchase)

SCAM

If you send the info requested, you will receive an email from PayPal (NOT from PayPal) saying the buyer has paid (NOT paid).  Block them.
