Help option not working

 I order a rechargable batter for my Hewlett Packard tablet order#04-0753193064   battery arrived. Properly installed but won't let my tablet turn on. I had done everything to make my tablet to turn on but nothing works.  And the I remove the battery and installed again the old one. Wallahh!  My tablet works.  Please contact seller for a return and refund.  Seller arkadialynn.    My order was a rechargable like polymer battery.  Model mlp3383115-2p

Do new rechargeable batteries ever need recharging before you can use them?
