I need an e-mail of eBay to contact about my failed issuse. I paid money, is this enough? Should not I receive my item?!

There is no email. You can contact Ebay for Business on Facebook. Or you can go on the website and have Ebay call on contact us page. How many days have passed since you should have received your package? You can open Item Not Received case when the date allows.
