Cannot List an Items From Ebay App Android

Please help , I can't list an items from Ebay App. My region is set to Indonesia (my country). 

Is there any solution to solve this? Because I really want to sell and revise from Ebay App. 

It says "to create a listing, please list on the website"

I have the latest android version. (Android version 12.)

I am not certain, but you may need to at least begin by using a browser in order to be able to accept certain terms and conditions; once you have done so with a browser, you may be able to return to using the app, assuming your account is otherwise qualified.

What do you mean by accept certain terms and conditions? Is it means I have to look for settings? 

Because I already list items but by using browser.

Sometimes there is a pop-up window that requires you to check a box in order to proceed. The app does not always handle that correctly.

Make sure you have the latest version of the eBay app; some non-US users seemed to have problems selling with the last version.
