How do I upgrade The app for my iPad? I tried to delete and reinstall it, but all I get is an icon saying open in the App Store.

Try deleting the eBay app, then restart your iPad, and then get the latest version of the eBay app from the App Store.
The restart in between should ensure a clean install.
