As a seller, when sending offers to watchers, I would like to see the default for counter offers to be "off" or have a setting to change it. Thank you

YES!   IMO, Having allow counter offer on screams "this offer I'm making is not my best offer." It is COUNTER "productive".

I'll second this - it's default off on the desktop version for me but not on the Android app. If I'm stuck somewhere waiting or travelling I'd be quite happy to send off offers to watchers on a regular basis but the whole clicking off counter-offers turns it into a chore.
