Have you tried restarting your device, or manually disconnecting from your wifi and reconnecting? Or trying to connect to a different wifi network?
Make sure you have the latest version of the eBay app (5.38.0.14). If not, try removing the old version, restarting, and then obtaining the latest version from the Google Play Store.
