You are right. This is not normal.
If it is any comfort, we are having problems here in the states, too.
No one knows why, but it hasn't been pleasant here for a while. And just keeps getting worse and worse.
The most difficult thing, the absolute worst feeling is when you think that ebay is doing this on purpose, premeditated, calculated. That hurts.
If you can find a buyer who does calculated shipping,
with a drop down list to select a country, then you can select US and until you change it back,
ebay will think you are in the US.
Then you can email the sellers.
At least it used to work like that.
God only knows what they have been doing lately. Or who is doing what.

I wrote down the listing title and did a search. "941 gtx 1050/ 750ti/ 970/ 960 hd7670 1gb/2gb 4gb graphics card".
When a seller has calculated shipping, i can enter czech republic and it will stay that way until i change it back. So I can see what you see. If you know an item that has calculated shipping, I can research further. I do not, but I'll be happy to help.
They have free shipping, plenty of happy buyers, but here's where it gets weird........
The US price is $45.99-$96.99.
