Looks like WWI era, but you know that could be even some kind of school or recruit thing.
That rope circle with the third class technician rating looks pretty strange.
Not positive on the ID, might be hard to ID if Canadian, they don't talk much about war.
Their Navy used to go on strike allot from what I recall?
