I bought an $118item from China, yes I know, but I did. The seller immediately said thanks and said it shipped but gave no tracking. The price of the item was way below average. I then get message from ebay his items were all removed including the one I paid for and he is no longer registered. Ok, so its obvious In wont get the item. He does not respond when I request tracking number. Paypal and ebay tell me to contact seller first...BUT I CANT because the sellers ID is gone and messaging wont go thru. How can I work it out with the seller if they wont let me contact him? I cant file a report with ebay because it says item # not found.

Correct, when a seller is removed from eBay all trace of them is removed.  You need to file a case for item not received on PayPal as they still have the transaction information.  You have 180 days from payment to do this.
