PayPal as Automatic Payment Method without Card/Bank

I'm trying to add PayPal as the Automatic Payment Method for seller fees, but after I click sign into PP, the only funding source options are bank or card (I don't see an option to just use the PP balance). I prefer to not add a bank or card. Is there any way?

I was late for paying seller fees last month, so PP was removed as my Automatic Payment Method (although, I don't remember ever having to link a card or bank).
