first document, the certificate of compliance is not valid as it is issued by a testing laboratory not the manufacturer. The other document is a declaration of conformity, but it has a number of short comings.
First of all, the legislation mentioned, 89/336/EEC is out dated. Newer versions of the legislation are in effect. Secondly, not all applicable legislation is mentioned in the document. These are just two shortcomings of the document.
A declaration needs to list all the requirements as per the attached 768/2008/EC legislation. The last page, Annex III gives the requirements the Declaration of Conformity needs.
Without a declaration of conformity the product conformity is in questionand thus we cannot recommend customs to release the product.
