Filing Claim with USPS

Am I mistaken in thinking that if I receive a damaged/broken item, that the seller is the person that must file the claim with the post office, since they are the ones who bought the insurance? I believe this due to one time, when I did not receive an item, the seller told me to start the claim, but the Post Office told me they had to make the claim due to the seller being the one who purchased the insurance.
