Buyer took one month to pay

Hello, auction was for a $4500 motorcycle. $500 requested down payment 48 hrs. It took the buyer two weeks to make the deposit and 30 days to finish paying after much complaining by me ( seller )

I am now paid ( he paid the full amount with Paypal so now I have fees of $146 )

  Buyer now informs me he is out of the country and has no idea when he will pick up motorcycle. It has been in my garage for 30 days while I am waiting for him to pay and now I have to store it while he decides when he will pick it up.

   My question is  whether it is fair for me to insist on him paying me the going rate for storage fees after a certain amount of time?
