Buyer agreed to change a neutral feedback to a positive but it has not been done.

We sold an item and received a neutral feedback.  We contacted the buyer who agreed to change the neutral to a positive.  Several months have passed and although we requested the feedback be changed, nothing has happened.  Here is the content.  Does anyone know how to effect the change?  We have been unable to effect the change no matter what we do.  Thanks.
