The 2020 Seller Update page lists "Promoted Listings credit removal" on the summary page, but I don't see anything about it when I click through to the details for Listing & Promoting.
Does that mean Anchor & Enterprise store subscribers and TRS are losing their quarterly PL credits?

I saw that too. Very confusing wording based on the page the link takes you to.
Substandard sellers will not be able to use Promoted Listings.

@b86fiero yeah, it wasn't clear to me if "Promoted Listings credit removal" was part of "restrictions for Below Standard Sellers" or if it was a separate thing.
The way it is showing on the summary page makes it look like a separate item on the list. Maybe they just mean if you are Below Standard you won't get the quarterly credit, but that would seem superfluous to me since if you are blocked from using Promoted Listings, it wouldn't really matter if you get the credit or not since you can't use it.

You beat me to it! I have the same question about this. I always use up the entire credit every quarter and would really miss it if it went away.

I have to point out that including that, even if by mistake leads me to wonder if eBay is going to do it later anyhow. Since they wrote it out, and were able to post it on "accident", to me that hints that they are thinking about doing it, and were just not ready to drop the news yet.

@albany_sellers - I'll admit I have similar concerns.
That's not just a random typo and it would strike me as a very odd thing to add if you were just putting in place holder text while creating/updating that page.
At some point it had to be an actual, fully formed, intentional thought that was put down in writing - and then "mistakenly" included on that page.
For now, I'll take the answer as given and disregard as suggested - but you can be sure I have bookmarked and taken screenshots of this thread in case it comes up again in the future. 😉
