Offers to Buyers Auto Send & Counteroffers

Almost, but not quite. Your linked section ends with a blue "Learn more" link.

The OP is talking about that "Learn more" link at the end of that paragraph. It links to the basic page explaining how the CURRENT Make Offer to Buyers product works, but there's NOTHING about the details of how the new automation feature will work. What the OP would like to see (and so would I) is a mock up of what the new automation feature will look like when it is actually released later this month.  Does ebay have anything like that to show us?
