Folding pocket tool approximately 3" long wtih brass outer cover.  Inside blades (?) and not sharp so I don't think they are for cutting.  It is unmarked. Thank you for answering!

looks somewhat like a feeler gauge to set the gap on sparkplugs, points and other stuff.
