What is this called? Glass divided dish with handle.

Hi all!  I have spent hours trying to find something remotely close to this but have not been successful. I got this at an estate sale. It is in beautiful pressed glass condition. It measures 8 3/8 inches by 4 3/4 (not countin the handle) by 1 1/2 inches deep.The handle in 3 1/4 inches long. I thought possibly a relish server but wanted to see if you agree or know what its purpose is.

looks like imperial cape cod and is a cigerette holder or mint dish

That pic is so small it could be a hat, or a pillow for all we know.
