Should seller's be allowed to sell squirrel posion pallets? A risk for all children,if ingested!

While searching (everything else) I found a seller, selling squirrel poison pallets! A picture of a squirrel,

laying dead apon a fence, from ingesting these poisonist pallets.What if a child wondering around ate one of these? Or a loose deer,or dog? Is selling posion prohibited?

I don't know about selling them on Ebay, but you can pick them up at any feed or farm and ranch store.
