Do you have a Paypal account? Do you have a Paypal balance? Or a bank account linked to your Paypal? If not, you won't be able to make purchases using Paypal.
Alternatively, you can register a credit card with Paypal in order to pay with Paypal.
If you have no money in your bank account that you've linked with Paypal or you've maxed out your credit card that is linked with your Paypal account, and you attempt to use Paypal, whatever item that you are trying the purchase will be declined and the order won't go through.
Paypal should have an FAQ section that will tell you how to link your bank account or credit card/debit card to your Paypal account in order to use Paypal to make purchases on eBay (or elsewhere that accepts Paypal as a payment option).
