Do I need a SIM card

Hello everyone,

I am a lover of Samsung Note 5, it can only be found on Ebay these days. Mine does not charge anymore. There is a Note 5 that I am interested in purchasing but the seller claims it comes without a SIM card. I use Verizon as my carrier, can I activate that phone without a SIM card, or do I need one? And if I do, where do I get one?
