I recently sold my Xbox One X with no returns however the buyer requested a return because "the Xbox turned on one but then did not turn on again." Ebay automatically approved the return and the buyer sent me a broken different xbox with the back panel of mine containing my serial number along with it. I reported the buyer to ebay but nothing has changed and now I am left with a broken xbox. What should I do next?

Sadly, there's nothing you can do with this transaction. Your buyer will receive the refund... whether you approve it or not. No Returns and 'no refunds' are two different beasts entirely. Sorry this happened to you.

I'm wondering if I should file a complaint with the Internet Crimes Division and a local police report for theft? Also why doesn't ebay have any customer service, it's as if they are enabling this criminal behavior.

CV19 has reduced Customer Service; many work from home. Bottom of most any page, you click 'contact' etc. but it really will do no good. You have no 'acceptable' proof that you were robbed.
You can file reports as you stated, not sure what that will do, but ebay is out of it. You sell, buyer robs you, you have no way to prove it (sellers can be scammers too, so they always side with buyers).

My serial number is posted in my original auction listing and if I get the Xbox repaired and comes back with a different serial number in the settings wouldn't it prove it? The xbox doesn't match the back panel so I am still missing my Xbox with the buyer last one in possession of it?

If you have it repaired and it comes back with a different serial number, that would be between you and the repair man.
In your first post, you said they switched the back panel so the old one will have your serial number.
You know and I know they switched their broken one for your good one, but how can you prove it.

Ebay is not going to take the money back from the buyer and give it back to you. Never happens. If you send it to get repaired and the repair place tells you it's a different serial number, how are they going to tell you that? On a piece of paper that you could've easily forged (just playing devils advocate as well as telling you there is NO proof that you can send).

File theft with law enforcement.

I can verify myself the serial number as once you turn on the console and enter settings it will appear. If that number does not match the one on the back panel then it is indeed a different xbox.

There are posters who suggest filing reports... I happen not to be one of them. As to eBay customer service, I don't use them (either) for problems such as this... I don't think they have a way to police it, so why bother? Plus, it seems that their advise and direction is far from policy (and reality), quite often.
I guess I'm saying... I feel ya, but there's not much you can do. It's a learning curve here on eBay, for sure.

You're just not gettin the big picture here, and I have no doubt you were taken. But, this is the way it is:
You are no proof, what you say, what pictures, videos or what your 'repair man' says either on the phone or in writing, is no proof.
Ebay does not except 'proof' of any kind in this situation because there is no proof of what you sent in the first place. Because your listing shows serial numbers does NOT mean that is the unit you sent. The buyer says it didn't work and sent something back. Tracking shows they sent it back. They were refunded and you got something back. Case is closed. Sorry.

So what is stopping the ebay user from continuing this fraudulent activity? I am sure I am not his first or last victim. You could start a whole scamming business buying and returning broken gaming consoles at an innocent individual's expense without any ebay intervention whatsoever.

If the buyer gets enough reports for abusing the MBG, they can loose their buyer protection and won't be able to return anything.
When that happens, they open a new account and keep scamming.

Your original listing does not show a picture showing a close-up of the serial number sticker next to a monitor showing the same serial number in the settings page, so you have no proof your original console had the same serial number inside and out. If you filed any kind of crime report or appeal, such a picture would be of great help.

I have the receipt that I bought the console certified refurbished from Gamestop just a few weeks ago - therefore the serial number has been confirmed inside and out. I find it very disheartening there is no human from eBay that can look into this case and provide a real solution especially for someone who has used this website for many years!
