Can you read the tag? That should indicate the manufacturer, which might lead you to the ID.

No i cant. Even in the original picture its blurry and cant make it out

This is the closet one I could find. Maybe same company but an earlier doll?  Looks like Strawberry Shortcake era..maybe search those. For reference only:
