I have a unused laptop battery to sell. Can It be shipped world wide? I see under Prohibited items: Batteries (with exception of those that come included with consumer electronics such as AA, C, Li-ion batteries) And yet I see them selling from china. So how do they get away with it ?

This may be under the Federal guidelines but the guidelines through eBay states this:
Hoverboards, self balancing scooters, and components or parts such as batteries and chargers if they have been certified to meet the UL 2272 safety standards. Sellers must state in the listing that the item is UL 2272 certified, include a link to the UL Online Certifications Directory showing the certification and offer US and Canada shipping only. My battery is for a dell laptop and is UL cert. So US regs. prohibit and china regs. say it is ok? And I can sell it to Canada but not Mexico, Central and South America? More stupid regs. that need fixing!

Regulations varies between countries. Sometimes countries poses difficulties when one country says it is ok to ship to a specific country while that country won't accept the one that says it is ok to ship them. They do tend to be screwed up.

You would have to check with U.S. sellers. They also have their policies whether they ship to the Middle East or not. This also does not neccesarily go by the U.S. regulations on those batteries you have mentioned. You should also check in what the regulations are in your country. Better safe than sorry.

Some US base reseller have a good numbers of recommended long lasting battery you can purchase. I have a couple of friends who work with reputable battery factory
