Original issue date

Is there a reference or guide that explains how to determine the original publishing date of a comic book? I have traced down a few examples that show something like "1941" in the listing but the actual comic is from the 80's. On the flip side, there are 80-page or 100-page issues from the 80s or 90's that contain reprints of issues from the 50's and 60's. Am I a hopeless case, or is there a way to tell, like some sort of database that would contain this type of info?

What if I want to collect comics from 1965 back, how would be the best way to do that?

It sounds like you are talking about DC comic book reprints. They often identify that information in the book itself. If they don't, I think if you google the name of the story and the superhero there is a good chance you'll get the original publication date and issue. If that doesn't work, list the stories you are intersted here on this board.
