Studio pottery made in Spain: Identify maker type of pot, era and artist?

This is a rough translation -- just run through Google translate and copied and pasted here with no "clean up" at all -- from the second link:

CERÁMICAS M.G.ARROYO is an Artisan Workshop of Pottery, created in 1990, where the most traditional products coexist with the most modern and avant-garde trends in ceramics. All this under the unmistakable sign of quality and originality.

It is the good job of a young craftsman who, while remaining faithful to the basic principles of the Craftsmanship that his elders taught him, has gradually introduced new forms and designs that have ended up generating a STYLE OWN, and easily recognizable, both by the Originality and the exclusivity of their collections.

In the Craft Workshop of MANUEL GARCÍA ARROYO, you can find a COLLECTION OF ANDALUZA POPULAR CERAMICS, faithful to the most traditional forms (jars, dairy, booklets, plates, jars ...) with classic handicraft decorations of clear Sevillian and Grenadian influence.

We invite you to enjoy this range of traditional and modernist colors and shapes that emanate from the Artisan Workshop M.G.Arroyo, located in C / Redonda, 29.

It may be from this company. Not too much info on them, however.

You asked what the piece is for, but it's impossible to say, since you give no indication of size.  If it's big enough, it's a wine decanter.  If it's small enough, it's for oil or vinegar at the table.

And to spare others' necks...
