that style of eagle was used by compainies in silesia. I haven't tracked this one down yet. try the pottery, glass and porcelain group as well

It is the mark of the Porzellanfabrik Joseph Schachtel in Sophienau (Zofiówka). According to this site, the mark was in use from 1880-1916:

This is correct, the Joseph Schachtel factory was indeed situated in Silesia. It's taken me a while to find the exact location, but here it is:
