Help IDing 2 Japanese Figures and Translation

Need help id'ing these two items and translation on mark.

The female figure is a Hakata Doll.  The first 2 characters (松風=Matsukaze) is the name for this particular model, 九十九 is 99 and 雄一 should be a person's name.  The sticker is a seal of authenticity from the Hakata Dolls Commerce and Industry Cooperative Association.  Not sure about the other doll.
