ROUND ROLLER IN MIDDLE HAS NO SHARP EDGE. THE THING COME FROM KENTUCKY, WONDER IF IT HAD TO DO WITH WOODEN WHISKEY BARRELS

Yep measurements and I see some markings, what are they?   Somewhat similar to some fence strecters but don't think that's what it is
