Help Identifying Coin/Jewelry

I've had this for as long as I can remember, don't know where I obtained it.  Is it an actual coin, or just a piece of jewelry?  It's approximately the size between an American quarter and a half dollar.  When I drop it on the counter it has that familiar silver 'ring' to it rather than other types of metal.  Any help would be appreciated.  I don't know if the jewelry ring was added after it was made or during it's making. It is a jewelry copy of a coin of the Roman emperor Commodus. From the wear and corrosion it doesn't look like silver or any other precious metal, so probably an inexpensive souvenir item.
