While this could be a glitch caused by changes elsewhere in the site. Get rates displays the rates when a seller offers more than one shipping service, Sells internationally, uses calculated shipping by zip or zone, etc..
It does not give combined shipping costs when a seller has combined shipping rules set up such as buy 1 pay 4.95 shipping, each additional add .50cents per item. That is done automatically, at check out. Most sellers who do have a rule set up say that in the description, in their TOS, or on the shipping details page. If a seller does not have a combined shipping rule set up you would have to contact them to get a combined estimate.
Some items because of size or weight fall into the hard to calculate category. An item that weighs 9 oz. packed for 1, goes over the next pound weight if you buy two, but if you buy 3 the weight stays the same as the weight for 2 items.

a buyer can click on shipping details and have this pop up and they can enter the quanitity to see exactly how much shipping would cost if they were to buy more than 1 item from this seller.

you say get rates does not give combined shipping costs. I disagree. It does give combined shipping cost, that's if seller has it set up to give combined rates. If a seller doesn't have it set up, then the box with quanitity doesn't appear. Also, checkout does not automatically give combined rates at checkout, otherwise, why would shopping cart have request shipping total feature.

Sure, one can enter a quantity in the box, but when the "Get rates" button is clicked, the page does a full reload, is back to the regular description view, the shipping cost on the main dialog didn't update, and when one switches back to the shipping&payments tab, the qty has reset back to 0 (except in FF52 - qty stays but still reloads and no new shipping amount displays)
It is broken.

There has been a few oddities lately.
One such nuisance is that you can't pay your PP credit bill from PP if you don't whitelist paypal.com from adblock+. This started this month.

yes, I agree. I have some oddities going on. So far, only one has been fixed and that was the blue arrow backspace button on the top left corner. It would not work. But I could hit backspace on my keyboard or use the return to search link. Those worked. Also, when I click tracking link, it opens an empty box or it opens a funky looking tracking page with big blue dots.

Some sellers do not have combined shipping rules set up even if you can purchse multiples of an item. I have a listing running currently that matches what I wrote earlier, about buying 2 or 3 items. In the details you can add the quantity but the shipping does not change, because I cannot say add $X, without possibly over charging or under charging the shipping for more than one item. MY TOS says I do combine shipping but not to pay until a combined invoice has been sent.
Combining shipping is not a seller requirement. I asked what the seller's listing said, if it mentioned combined shipping, and if it said anything about buy one pay $X, for each additional add $Y? If it did not then it is likely the seller has not set up combined shipping rules for the item. Have you messaged them to ask if they combine shipping, and if they will give an estimate of the cost for shipping two items to your zip code?

There is no need for him to contact the seller. I don’t think you understand how the quantity box and the calculator work. IF there is quantity box showing in the shipping calculator then the seller has up combined shipping. If the seller hasn’t set it up, then there is no quantity box in the calculator. The problem here is that the calculator isn’t working correctly!! The quantity box isn’t working correctly. Not a seller issue.

This technical problem still exists on active listings - Clicking the get rates button takes you back to the main description tab and you do not get to see what the combined shipping rates are. Changing the ZIP code also takes you away from the tab, but you can go back to the tab and see the rates for the entered zip which is retained. But quantity is NOT retained, so even going back to the tab does not show rates for quantities other than 1. This thread is partially hijacked regarding how combined shipping rates work and you can see them clicking the get rates button - all that would be true and good if the get rates button worked - it is flat out broken in IE, Edge, Firefox and Chrome. There is no way to find out the combined rates because after you change the quantity, your are taken away from the Shipping and Payment tab so you don't see the updated rates. Super important to get this fixed. eBay do you hear us?

Please consider that this issue is still happening now for a month in all web broswers i have tested. Can the priority of a fix for this issue be upgraded? Not being able to easily see how adding additional (of the same) item effects shipping cost is a real burden and sales killer for the buyers and a pain for the sellers to properly test their multiple item listings. I am guessing the bug is a matter of a misplaced HTML or JavaScript redirect which should not require a lot of effort to fix? It worked fine before this redirect back to the main page was added to the code. Please advise and increase priority. Thanks.

So it is still not working correctly and it has been like 3 months now.... What is going on ? Customers are containg us aoll the time... It worked perfect before and now it does not work at all... PLEASE fix this ASAP
