Do you by any chance have a negative balance on your bucks account?
One of the problems that I have heard of is if you have a negative balance because of a return or refund of an item that you got bucks for which is then subtracted from your empty account leaving you with that negative bucks balance, you will not get any more invites for the 5% promotions until your bucks account is in the black or has a zero balance... but how are you supposed to get to that + balance if you never get an invite? It is a stupid cycle that has occurred since we no longer get that 1% to put us back into the positive balance.
I have heard of a few members posting this situation here and they had to contact eBay to get them to understand the situation and get invited again in order to make their bucks account on the plus side again.
My bucks account just went into the red b/c of a stupid seller who - after 3 weeks of nothing (no item) suddenly refunded my account. I did not file a INR...I was going to wait until the next 5% invite before I filed to avoid this black hole situation. The item had been purchased with an end of the year 8% promotion so now my bucks balance is in the red by $1.16 so I am now wondering if I am going to get stuck in that same stupid no win loop.
I hope that this might shed some insight into your no invite situation...you might need to contact eBay.
...I will wait & see what happens to my account as to whether or not I get anymore invites.
