Shipping Options

Why do some sellers offer more than one shipping option on a buy it now, but then don't seem to want to change it from one to another? Why even offer it?

Some offer First Class and Priority to give their customers a choice of how fast they want their item. If the buyer selects the wrong shipping that’s on the buyer the seller is under no obligation to change shipping after the buyer has paid. Some sellers will some won’t.

If the seller offers choices, it is up to the buyer to pick which one.

Once the listing is on eBay, the seller doesnt pick which shipping the buyer can have.

I have no idea how to select an option. I have searched all over. There is no choice, no pick, no selection.
