I was going to make an offer on an item, but then I see I have to select payment. I clicked on it and chose PayPal and it says eBay will use this payment to complete my order.
My questions are:
I already have PayPal linked on ebay so why does it need me to link it again?
If the seller accepts my offer, will ebay automatically take payment out of whatever they choose to from what I have on PayPal (my debit card, PayPal credit and credit card) or if the seller accepts, do I get to finish the process and choose which way to pay them from my cards linked to PayPal or will ebay just pick one and take money out of whatever they decide to use?

You can have various payment methods stored on eBay.
What the prompt had you do is set a default / preferred payment method to be used for all offers/auctions.

Offers will be auto-charged to that default payment method. Unless it's a counter-offer, then you will have to manually submit payment.
Since your default is PayPal, PayPal will be auto charged and the card used will depend on your settings in PayPal. Within PayPal you have to set up a preferred payment method between bank, credit cards, etc.
If auction format you will have 1 hr post end of auction to make adjustments otherwise your default payment method will be charged.

I'll also add there are other times you may not be auto charged for offers, depending on the seller's settings.
eBay defaults all sellers to auto-pay offers, however sellers can turn that off within their buyer settings. You'll generally know at the time you make an offer because it will have you confirm your payment method before submitting the offer.
