I received this msg from ebay pertaining to an item I orderd..........

We had to remove this listing from the site and you're not required to complete the transaction. This user is no longer registered on eBay.
My question is why would ebay make me go to the resolution center, open a case for item not received where I have to wait  for the seller to respond? He is not going to respond! He is
no longer registered! Why make me wait longer? It's **bleep** like this that forces me to shop at
Amazon!

A seller can become Nolonger A Registered User (NARU) temporarily if they do not pay their fees, so your item could be on its way. Even if the member is gone for good they could have shipped before they became NARU.

Because of that eBay will make you wait either until the last estimated delivery date, or for 10 days.  Then you can file for a refund. Below is info from eBay's online customer service.

 

If you bought an item and the seller's account shows they're no longer registered on eBay, don't pay for the item.

If you already paid for the item:

  • Wait 10 days for the item to arrive
  • If the item doesn't arrive, open a request from your purchase history 
  • Select the item and request a refund

I have the same issue with my sellers. I bought 8 items and successfully paid, the seller claimed to have shipped the items by activating shipped icon

Since they are no longer registered, I tried to get my money back, eBay said am no longer qualified for money back.

The sellers won't respond to my mails, and yet the items does not have tracking number.

In fact, am tired.

This has happened to me afew times.  The reason eBay makes you wait is because the Seller and/or transaction may have been legitimate, but for whatever reason, the Seller closed his/her account or was kicked off eBay.  For example, maybe s/he discovered that the account was broken into so decided to close the account.  Or maybe a friend decided to play a joke and listed something illegal (this has actually happened), causing eBay to close the account.  Either way, the auction might have been legit and the item msy have been sent.  That's why eBay makes you wait.

 

However, even if you paid, eBay may have caught the fraud in time and stopped the seller from getting the money.  New sellers must wait until the item is r3eceived (as proven by a tracking number) before funds are released.  New or  Casual sellers are defined as people with fewer than 25 sales.  I am currently in that category so I know the policy well.  Scammers are usually also in that category.  So your money is generally still being held.  As such, you can call eBay about the situation and get your money back immediately.  This happend to me last month.  Even though I had already paid, eBay sent me an automated email sayong not to pay because the Seller appeared to be fraudulent.  I called and got my money back immediately.

 

The big problem here is that eBay is run by an automated computer so many of the responses and emails don't even apply to you.  You'd have to break through the automated interface and get to a person to get personalized care.

If the automated system said that you don't qualify for a refund, you need to call and speak to a person.  Just because a seller marks an item as paid won't disqualify you from a refund UNLESS a tracking number showed that it was RECEIVED by you (the mere fact that it was sent isn't good enough, it has to be received).  So if there did no proof that it was received, you'd have a good case and eBay will generally rule in your favor.  Not having a Tracking number would almost always get ruled in your favor.

 

The only issue might be that you waited longer than the 30 day window.  That can happen with foreign transactions.  Again, explain the situation.  If eBay won't help, go to Paypal, which has a 60 day or 6 month window (I forget the exact number, but it's at least double the eBay window).
