Ebay sided with this seller after a dispute was made. Did the same for other buyers. Ebay isn't planning on closing his account. FYI, negative reviews used to be 16 but changed to 15. Another loser like me which trusted buyer protection likely lost his case. Negative reviews only started to pop after I bought. Ebay CS want me to ask UPS for a formal letter with all information about the tracking number. Doubful they'll treat me as human fairly. 2 emails from customer representatives is not going to cut it. I am majorly depressed as hell right now. I know it's just money but when you work hard for it and know you got all ducks in a row to prove your case but ebay ignores red flags, it just messes with you. The sad part about it is I am not mad. I am very very very depressed as hell right now. This really blows. I am running out of options. Sorry everyone I just need to vent it out. I want ebay to read what they've done. No one can help me at all...

Looks like they told you what you need to do?
If the package was not addressed to you and it was delivered to another address, get a letter from UPS stating that, then use the letter to appeal the case.

Please don’t be so depressed. Ebay will help but you must provide them with the data from the postal service to show the scammer sent the item to the wrong address. If this seller has enough reports from buyers and each buyer does their part in providing the evidence they will do something about this.

When you file an Item Not Received (INR) dispute the only information ebay or any of the other online 3rd party retail sites can access, is the info the tracking provides which is the delivery scan, and that is accessed by a computer. Since they are not one of the parties to the shipping transaction Sender or Recipient that is all of the info they have access to.
It is because of the above, that a letter on UPS stationary is needed. You can go to a UPS store with proof of the purchase on your phone, and ask the clerk A) is the delivery address on the label the same as the one on your Order details. B) Does the label info about the package type/size/weight match what should have been sent?
USPS, FedEx, and UPS employees cannot give out detailed information, All they can say is whether the label address is the same as the one on the Order details, and if the package info is consistent with what should have been sent. The letter on Company stationary has to be signed and dated by the employee along with their store number or P.O. zip code.
Once you have the note, scan or take a clear photo of it, so you can attach it to the appeal. The link below tells you how to file an appeal.

eBay's feedback policy has always been that negative feedback cannot be left or can be removed if the buyer loses a dispute. That does not mean the seller gets off without any consequences. With their current record they will soon be removed from the site.
FYI. Popular or in demand item, listed at below trending prices + newly registered seller usually = Scam.

I had this problem, ebay also told me I needed a letter from ups, instead I went directly to my credit card issuer and explained it to them in an email, they took care of it, I got my money back. I gave them the tracking number and told them what ups said when I called, that the package was delivered in my town but not to my address and they would not tell me the address it was delivered to because my name was not on the package.
If you paid by credit card, they should help you out.

Emailed 2 separate UPS with reply confirming tracking and my name and address are unrelated = not acceptable to ebay. Getting this magical unobtainium UPS document is easier said than done. Believe me I have tried different UPS office where I am at, twitter, facebook, even messaged the UPS CEO. No one is willing to type a sentence, print on UPS paper, and sign it. I even called Amazon(it was a recycled amazon prime order) which out of all the parties involved helped me the most to the best of her ability but what can Amazon actually do to this? UPS just printed me a "shipit.com" tracking. Ebay knows I wont be able to get this UPS document. Just to update, the seller is still active and 8 users lost their case so far. His feedback score is on its way to 100%. I hope the world ends tomorrow...

If you paid with PayPal, call them and explain the situation at 888-221-1161. I have heard that they are more inclined to help than eBay. If that doesn't work, do as @hbeichner suggested.

That scam has been going on over ten years now. It's not like eBay could not check with the shipper and get a yes/ no answer as did that tracking number ship to the buyers address.
Always pay by credit card for their added protection.
